Rachael was born in Kingston, Jamaica and raised in Indianapolis, Indiana. She attended Butler University in Indianapolis where she received a Bachelor of Science in Telecommunications with an emphasis in Journalism and a minor in Political Science.  Rachael received her Juris Doctorate from Indiana University School of Law in Indianapolis.  As a law student, she interned with the Chief Justice of the Indiana Supreme Court, Randall T. Shepard, as well as with the Marion County Public Defender's Office.  She also competed in the ABA Moot Court Competition.

Rachael is active in the community and previously acted as a court-appointed attorney in dependency cases through the Juvenile Court of Orange County, Florida.  She currently serves as a Guardian Ad Litem for the Orange County Bar Association's Guardian Ad Litem Program.

She is admitted to practice before all Florida state courts and the United States District Court for the Middle District of Florida.
