Luis was born in New York City, New York, and raised in Puerto Rico. After graduating High School in Puerto Rico, Luis attended The Ohio State University where he received his Bachelor of Arts in Economics. Luis also has a Masters of Arts in Sociology from Texas Southern University in Houston, Texas. Luis then took radio broadcasting classes on a whim and made a brief six-year career out of working in Spanish language radio while living in Houston, producing his own radio talk show between 1982-1984. He had so many lawyers on his radio program that he decided he could learn the law, and with the support of his father, who is also an attorney, Luis enrolled at Nova Southeastern University in Fort Lauderdale, Florida where he received his Juris Doctor in May 1989. He was admitted to practice law in 1990.

Outside of the law, Luis is an active member of his church, serving as secretary on its board of directors, and as the director of the church choir's bass section. The choir is a regular participant in Disney holiday time events, having been invited every year since 1997 to sing at its Downtown Disney location during both Thanksgiving and Christmas.

Luis is admitted to practice before all Florida state courts and the United States District Court for the Middle District of Florida, and is fully bilingual in English and Spanish.
