Felice was born in Binghampton, New York and raised in Miami, Florida.  She received her Bachelor of Arts, majoring in History from Mount Holyoke College.   She obtained her Juris Doctorate from The Catholic University Columbus of Law, and as a law student, was a member of the Thurgood Marshall American Inn of Courts She participated in an internship with the Montgomery County State Attorney's Office in Maryland. She is a former Assistant State Attorney for Broward County, Florida, where she prosecuted misdemeanor, traffic and felony offenses. 

Felice is admitted to practice before all Florida state courts and the United States District Court for the Southern District of Florida.
